September 16, 2011 for the first time for Ukraine’s membership in the Council of Europe in Kiev held a meeting of the Bureau of the Congress of Local and Regional Authorities of Europe.
The purpose of the event was the decision to encourage introduction of Council of Europe member countries of the provisions of the European Charter of Local Self-Government, the development of local and regional democracy in the continent.
The key issues discussed during the meeting of the Bureau of the Congress were the following:
- Improving the performance of Congress in the context of reforms of the Council of Europe;
- Development of local and regional democracy in member countries of the Council of Europe;
- Promotion of the member countries of the provisions of the European Charter of Local Self
- Continued cooperation with Congress, other international organizations.
In the work of the Bureau attended and gave presentations Keith Whitmore - President of the Congress (UK), Andreas Kiefer - Secretary General of the Congress (Austria).
Welcomed the participants were addressed by Chairman of the State Fund for Local Self-Government in Ukraine, S. Malikov.
Adopted by the Bureau of the proposals will facilitate the implementation of European principles of local self-government, harnessing the potential of the Council of Europe member countries of the Congress, in particular, in Ukraine.
Also during the visit of representatives of the Council of Europe in Ukraine, a meeting between Minister of Foreign Affairs of Ukraine, Chairman of the Committee of Ministers Konstantin Grishchenko Congress and President Keith Whitmore and the Secretary General of the Congress, Andreas Kiefer.
Council of Europe (CoE) - the oldest pan-European organization created May 5, 1949 in order to "achieve a greater unity between its members." The main activities of the Council of Europe is to protect human rights and fundamental freedoms, the strengthening of pluralistic democracy, rule of law. Ukraine gained membership in the Council of Europe on 9 November 1995.
One of the priorities of Ukrainian presidency is strengthening and development of local democracy. Body of the Council of Europe, acting in this area and represents the interests of 47 member countries, is the Congress of Local and Regional Authorities of Europe. The Bureau is the governing body of elected Congress, which is responsible for the coordination and continuity of its work between plenary sessions. The Bureau also is responsible for training sessions of Congress, coordinating committees and special working groups.
DAGDA LLC acted as technical organizer of the Bureau of the Congress of Local and Regional Authorities of Europe.
